We are currently seeking an experienced Chief Technology Officer (CTO) to lead and enhance the IT capabilities within the Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS). In this role, the CTO will serve as the primary liaison for the agency, collaborating closely with technical teams and executive leadership at both ODMHSAS and the Office of Management and Enterprise Services (OMES). Your expertise will be instrumental in guiding technological advancements and ensuring alignment with organizational objectives.

As the CTO, you will play a crucial role in shaping our technology vision and strategy of the agency and our facilities, hospitals, and central administration. It's important to note that while this position will be heavily involved in technological decisions and initiatives, it does not include administrative rights for performing administrative duties. Administrative tasks will be performed by dedicated IT staff, allowing you to focus on driving innovation and achieving our technological goals.
Key Responsibilities:
  • Develop and communicate the technical vision and roadmap for the assigned agency.
  • Serve as the single point of escalation for all IT-related matters, including strategy, budget, resources, and issue resolution.
  • Stay informed about OMES offerings to identify and implement relevant IT solutions.
  • Create and manage timelines for the development and deployment of technology services.
  • Monitor Key Performance Indicators (KPIs) and engage technical teams to meet goals and address issues.
  • Manage the IT budget in collaboration with ODMHSAS and OMES leadership.
  • Collaborate with OMES security to mitigate risks and safeguard digital assets.
  • Incorporate stakeholder feedback to improve and adjust technology solutions.
  • Implement and maintain business continuity and disaster recovery plans.
Additional Duties:
  • Provide supervision, coaching, and mentoring to team members.
  • Research new technologies to enhance organizational capabilities.
  • Support the mission, vision, and values of the agency.
  • Perform other duties as assigned.
Required Skills and Abilities:
  • Strong understanding of IT infrastructure, application portfolio management, and regulatory requirements.
  • Proven ability to translate technical concepts into business terms.
  • Excellent communication and team-building skills.
  • Proficiency in Microsoft Office Suite.
Qualifications:
  • Bachelor's degree in Computer Science, Information Technology, or related field.
  • Seven years of experience in IT.
  • Five years in a supervisory or leadership role within the IT field.
  • OR an equivalent combination of education and experience, substituting 12 semester hours in computer science or management information systems.
Preferred Qualifications:
  • Previous experience as a CTO or similar leadership role.
  • Project management experience.
  • Knowledge of information security principles.
  • Experience working with electronic medical records (EMR) systems.
