Kennebec Behavioral Health, a community based behavioral health provider servicing the communities in central Maine and named one of the Best Places to Work in Maine for the last 4 consecutive years is seeking a Chief Technology Officer to join the team in Waterville, Maine. 
 
The Chief Technology Officer provides executive leadership for Kennebec Behavioral Health’s information technology, data, and digital strategy. This role is accountable for ensuring continuity & security of computer and information services throughout the agency to effectively support clinical care delivery, operational performance, regulatory compliance, and strategic growth.  
 
The CTO is responsible for planning, directing, and overseeing the technical strategy and coordination across the organization. The CTO serves as a key member of the Senior Leadership team and reports to the CEO.  The role is to translate organizational priorities into scalable, secure, and sustainable technology solutions.  The CTO has supervisory responsibility for all staff assigned to the IT department.

Requirements for the Chief Technology Officer:

  • BS degree, in Computer Science, Information Systems, or a related field, or equivalent education/experience in the computer science field 
  • 10 + years recent experience in computer and network operations management with at least 5 years in a leadership position, preferably in healthcare, behavioral health or similar industry 
  • Experience leading teams, managing budgets, and guiding organizational change 
  • Extensive experience with personal computers and software applications, MS Office, EMR systems and network and cloud-based solutions 
  • Executive leadership and strong interpersonal skills, with the ability to collaborate and influence across clinical, operational, financial, and technical teams 
  • Creative and persistent problem-solving ability  
  • Ability to translate organizational needs into practical, actionable strategies and solutions 
  • Systems level thinking with the ability to understand interdependence and anticipate the broader impact of technology and data decisions  
  • Ability to translate business and clinical needs into technical solutions and explain complex concepts to non-technical leaders 
  • Strong analytical capability, including the ability to interpret financial, operational, and performance data to inform decisions  
  • Knowledge of healthcare information systems, data governance, privacy, and security requirements, including HIPAA  
  • Proven ability to prioritize and oversee complex initiatives, balancing competing priorities, risks, and resources 
  • Collaborative leadership style with a focus on clarity, accountability, and long-term sustainability 

Responsibilities of the Chief Technology Officer:

  • Collaborate with senior managers to identify program priorities, goals and objectives related to information technology, data, and security 
  • Provide strategic advice and recommendations to the CEO and senior leadership team on technology investments, risks, opportunities, and functions related to technology 
  • Responsible for maintaining IT structures to prioritize system enhancements, EHR development, reporting needs, and technology initiatives 
  • Design and/or develop IT procedures and policies 
  • Provide oversight of core IT operations, including networks, hardware, telecommunications, and end-user systems, including all electronic equipment, phones and devices  
  • Guide infrastructure modernization, vendor relationships, and outsourcing decisions as appropriate in junction with Director of IT Support    
  • Oversee and ensure availability, reliability, and business continuity of technology systems across all sites 
  • Ensures the reliability, performance, and cost-effective management of IT infrastructure through appropriate oversight, metrics, and delegation 
  • Oversight for Security, Compliance & Risk Management 
  • Provide executive oversight of the organization’s internally developed EHR (Electronic Health Records) system, ensuring it meets clinical, operational, billing, and compliance need and ensure the ongoing certification of the product  
  • Translate leadership and end-user requirements into clear, actionable specifications for technical staff 
  • Ensure disciplined change management, testing, documentation, and deployment of system updates 
  • Balance innovation with system stability, usability, and data integrity 
  • Oversee development and maintenance of Data, Reporting & Analytics 
  • Responsible for Financial Stewardship with preparation and management of the annual budget for Information Technology operations 
  • Ensure responsible vendor selection, contract management, and cost control 
  • Lead, develop, and mentor the IT team, setting clear expectations, priorities, and performance standards for deliverables and customer service  
  • Foster collaboration and problem solving between IT and other departments on care delivery processes, billing processes, and compliance processes   
  • Prepare the IT department for future needs through succession planning and skill development  
  • Stay current on emerging technology, data, cybersecurity, and healthcare trends by attending educational workshops, reviewing professional publications, establishing personal networks and participating in professional groups/committees  
Kennebec Behavioral Health (KBH) is located in the heart of central Maine and has been providing comprehensive community mental health services in Maine since 1960. KBH offers clinic-based services including medication management and outpatient counseling for mental health, substance use disorder, and co-occurring disorders at five clinic locations in Augusta, Winthrop, Waterville, Farmington and Skowhegan as well as community and residential services.
