ABOUT THE ROLE
The Chief Technology Officer (CTO) contributes to the vision, strategic planning, and leadership of MVB's technology organization, partnering closely with the bank's AI, Data, and Automation leadership to advance the architecture, security, and modernization of the systems that power both MVB's traditional banking operations and its Fintech-as-a-Service platform.
This includes payments, card issuance, embedded finance, money movement, and online gaming programs. The CTO helps define and execute a technology modernization strategy that positions MVB's infrastructure to scale securely alongside its Fintech partners while maintaining reliability, resiliency, and regulatory rigor.
The CTO operates as both a strategic leader and a hands-on technical contributor, engaged in:
- Architecture decisions
- Technical evaluations
- Critical build/buy/partner decisions
As the most senior technical role, the CTO oversees the comprehensive technical architecture supporting partnerships, origination, servicing, and operations. This role carries lead accountability for MVB's Fintech-as-a-Service technology platform.
Key leadership scope:
- Directly leads the VP of Enterprise Product Enablement and VP of IT Operations
- Holds organizational accountability for:
- Core enterprise platforms: Digital, Core Banking, and Lending
- Network, server, telephony, and access infrastructure
- Partners with Information Security, AI and Data Governance, and Risk to maintain regulatory compliance

WHAT YOU’LL DO
Strategy & Modernization
- Contribute to a multi-year technology modernization roadmap, including core banking and legacy system retirement
- Support translation of the modernization strategy
- Ensure Fintech partners have the stability, security, and control required of a regulated financial institution
Software Development & Systems Delivery
- Design for resiliency, maintainability, and reuse
- Reduce complexity while expanding functionality and future-proofing systems
Technical Leadership
- Be hands-on and embedded with the team
- Coach and mentor with empathy and patience
- Build and level up the team as a whole
- Maintain a lifelong-learner mindset
Subject Matter Expertise & Influence
- Serve as the go-to authority for feasibility and platform decisions
- Collaborate across teams and build consensus rather than dictate
- Balance requirements, delivery speed, and product quality
Fintech Technology Enablement and Support
- Direct the technology strategy for MVB's Banking-as-a-Service (BaaS) platform
- Enable secure, rapid onboarding of new Fintech partners
- Scale architecture with partner transaction volume and program complexity
- Ensure time-to-market alignment without sacrificing control or auditability
Security, Risk & Regulatory Compliance
- Partner with Security, Governance, Risk, and Compliance teams to maintain strong security.
- Ensure regulatory examination readiness for cloud and on-premises environments
- Support IT Operations in business continuity/disaster recovery
Vendor & Technology Sourcing
- Support sourcing and evaluation of technology vendors and solutions
- Manage core, Fintech infrastructure, and enterprise system vendor portfolios
- Oversee escalations and ensure projects are on time and within budget
Organizational Leadership
- Manage distributed technology operations supporting multiple markets
- Oversee enterprise applications and IT Operations teams
- Build a 24x7x365 support organization for mission-critical systems
- Serve as an active senior leader, communicating technology strategy to non-technical stakeholders
- Manage budgets to maximize ROI and align with strategic priorities

EDUCATION & WORK EXPERIENCE
Required
- Bachelor’s degree in Computer Science, Information Systems, Business Administration, or related field
- Minimum 15+ years of technology leadership experience
- Demonstrated enterprise-wide modernization (cloud migration, system transformation)
- Hands-on technical background in architecture, security, and platforms
- Experience in banking, financial services, or highly regulated industries
- Strong leadership, analytical, and troubleshooting skills
- Direct experience with BaaS, embedded finance, payments, or card issuance
- Knowledge of cloud infrastructure, API architecture, cybersecurity, and data platforms
Preferred
- Master’s degree in Computer Science, Business Administration, or related field
- Experience supporting Fintech partnerships in a regulated environment
- Familiarity with AI/ML-driven operational efficiency tools
